Sir,

I have the honour to acknowledge the receipt of your letter No. 72852/30 of the 30th July transmitting copies of a

despatch and enclosure from the Governor of Hong Kong contain-

ing proposals for proceeding with the second section of the

Shing Mun Valley Waterworks Scheme. The letter asks us to

have the scheme examined by the Consulting Engineers.

2. The Shing Mun Valley Scheme for increasing the supply

of water to Hong Kong and Kowloon involves a total expenditure

of $17,000,000. The first section of the scheme, which was

authorised in 1924, has been completed at a cost approaching $3,000,000. The second section which it is now proposed to proceed with, will involve a further expenditure of $4,750,000.

Although the advice of Mr.W.Fairley, M. Inst.C.E. was sought

in connection with the project of laying pipes across Hong

Kong Harbour, the Shing Mun Valley Scheme as a whole has never

been submitted to Consulting Engineers for criticism.

Apart

from the expenditure involved the second section of the

scheme will necessitate the construction of masonry dams of

considerable height and in a minute dated 28th May 1924, on Colonial Office papers 23724 we expressed the opinion that it

did not seem wise to adopt so large a scheme without obtaining the best technical advice, and this we gather from your letter

under acknowledgement has now been agreed to.

Deacon should be employed for this work and if you agree we
